PPSU Pre-construction Activities Start Today in South San Francisco

Today the project contractor, Ranger Pipelines, Inc., will begin pre-construction activities for the Peninsula Pipeline Seismic Upgrade (PPSU) inside the San Francisco Public Utilities Commission (SFPUC)’s right of way in South San Francisco. Work will occur Monday through Friday from 7 a.m. to 5 p.m. Please keep an eye out for intermittent sidewalk closures and detours on Arroyo Drive and Westborough Boulevard.

The contractor will clear the project site of materials and brush within the right of way and begin potholing to locate existing underground utilities. The contractor will begin construction of a new tunnel across Westborough Boulevard in October 2014. The installation of the new pipeline from West Orange Avenue to Arroyo Drive will start in January 2015.

The PPSU project includes the seismic upgrade of three Hetch Hetchy regional water delivery pipelines located in Northern San Mateo County. Crystal Springs Road - Harry Tracy Construction Alert

During the hours of 4 p.m. to 4 a.m. on August 6^th through 8^th (Wednesday – Friday), two water tankers will remove cement-filled water from the plant each hour via Crystal Springs Road in San Bruno.  

This is part of the efforts to ensure that the new Treated Water Reservoir is sealed and water-tight.

Pilot cars will escort trucks travelling along Crystal Springs Road to ensure safety and limit speed. Noise monitors will take readings on Crystal Springs Road each evening during this construction activity to ensure compliance.

PPSU Construction Begins in Millbrae Next Week

On Monday, August 4, the PPSU project contractor, Ranger Pipelines, Inc., will begin construction activities inside the San Francisco Public Utilities Commission (SFPUC)’s right of way in Millbrae. The contractor will remove materials, set up the construction staging area, construct a new access and install construction fences along the SFPUC right of way to indicate the limits of construction. Please keep an eye out for intermittent sidewalk closures and detours on the eastside of Ridgewood Drive.

On Monday, August 11 in Millbrae, the contractor will begin removing trees inside the SFPUC right of way to prepare for construction. Tree removal will last for a few weeks and we anticipate chipping tree debris on site and hauling large trunks off site.

Night Work Continues at the Harry Tracy Water Treatment Plant

Night work on the new 78-inch treated water pipeline will continue at the plant through early September. This swing shift is currently scheduled Monday to Friday, 6 p.m. to 4 a.m.

Noise monitors will take readings every night near the entrance to the plant on Crystal Springs Road to ensure compliance.

Inside the new 11 million gallon Treated Water Reservoir, work will take place 24 hours a day. Construction workers are coating the inside of the tank to make sure it is sealed and water-tight. Neighbors are unlikely to hear noise from work inside the reservoir tank.  

Millbrae

Concrete trucks are scheduled to use Millbrae’s Helen Drive this Friday, August 1^st from 11 a.m. to 3 p.m. to enter the plant via the Helen Gate. Our neighbors on Helen Drive may notice a truck approximately every 20 minutes during those hours. Flaggers will be present to ensure safety.

Night work on the Millbrae side of the plant near Sycamore Drive is expected to begin after Labor Day.

Harry Tracy Update

On Wednesday, July 23^rd, concrete trucks will use Millbrae’s Helen Drive to enter the plant between 11 a.m. and 3 p.m. Our neighbors on Helen can expect several truck trips per hour during that time, as workers place concrete at the Meter Vault just inside the Helen Gate. Traffic control flaggers will be present on Helen Drive to ensure safety.

Swing Shift Resumes on July 21

Beginning this Monday evening, July 21^st, night work will take place at the plant from 6 p.m. to 4 a.m.

Work will be performed overnight inside the new 11 million gallon Treated Water Reservoir. Neighbors of the plant are unlikely to hear indoor work. However, OSHA regulations (federal and state Occupational Safety and Health Administration) require backup alarms on small trucks and other vehicles that workers use during the swing shift.

On Wednesday evening, July 23^rd, night work will continue outdoors to complete the 78 inch treated water pipeline that will carry drinking water to our wholesale customers. The pipeline crosses the main road inside the plant. Construction in this area must take place overnight in order to allow for normal plant activities during the day.

These projects are scheduled to take approximately six weeks. Swing shifts will be necessary periodically through December 2014.

The Peninsula Pipelines Seismic Upgrade (PPSU) project will begin construction in August and to kick off the start of construction, the project team is hosting an informational open house on Thursday, July 24, 2014. This project is the last pipeline project in the region as part of the Hetch Hetchy Water System Improvement Program, and is expected to be complete in fall 2015.

Night Work to Resume at Harry Tracy

Beginning as early as Monday, July 7, our contractor will resume a nighttime swing shift schedule at the plant. The swing shift activities closest to the main gate will involve installation of underground connection utilities for the new 11 million gallon treated water reservoir.

Work hours for the second shift will be 6 p.m. to 4 a.m. beginning early July and extending periodically through December. The night work will typically be Monday to Friday only, with Saturday night shifts added when necessary.

Some work must be scheduled at night to avoid conflict with normal plant operations and daytime construction. The plant continues to provide drinking water to our wholesale customers, and must remain online during construction this summer and early fall.
