The San Francisco Public Utilities Commission has finished construction at the PPSU Project’s construction area in Millbrae. Construction at this site started in August 2014 and the contractor has successfully replaced and seismically upgraded more than 950 feet of aging pipeline.

The project team is thankful to the community for their continued patience and partnering spirit throughout construction. These upgrades are critical to ensuring a reliable water supply to millions of Bay Area residents, even after an earthquake. We couldn’t have completed it without your support!

Holiday Construction Updates from the SFPUC

Pipeline Construction South of Whitman Way Begins This Week

This week the PPSU project contractor, Ranger Pipelines, Inc., will start pipeline removal and replace approximately 1,100 feet of aged pipe inside the San Francisco Public Utilities Commission’s right-of-way south of Whitman Way and north of the San Bruno Chinese Church in San Bruno. 

Permitted construction hours are Monday through Friday from 7 a.m. to 7 p.m. and Saturday from 9 a.m. to 6 p.m. Construction activities at this location are expected to last through summer 2015. During these activities, please keep an eye out for intermittent sidewalk and lane closures along Whitman Way.

PPSU Pipeline Construction Begins in Shelter Creek Condominiums Next Week

are occurring inside Shelter Creek Condominiums.

On Monday, March 2 the PPSU project contractor, Ranger Pipelines, Inc., will start pipeline removal and replace approximately 200 feet of aged pipe inside Shelter Creek Condominiums within the San Francisco Public Utilities Commission’s right-of-way. The contractor will also begin delivering and staging pipe on Monday, March 2.

Permitted construction hours are Monday through Friday from 8 a.m. to 5 p.m. and Saturdays from 9 a.m. to 5 p.m. on an as-needed basis. Construction activities inside Shelter Creek Condominiums are expected to last through summer 2015. The contractor has implemented a noise monitoring plan, vibration monitoring points and sound walls to minimize construction impacts.

During daytime activities, Shelter Creek Lane inside Shelter Creek Condominiums, depicted in the visual above, will be closed to vehicle traffic. All daytime traffic accessing Garage 4 and residents of Buildings 3, 4 and 5 will be rerouted via Whitman Way. Garage 3 residents will not be affected. At nighttime, the contractor will reopen Shelter Creek Lane to traffic.

Permitted construction hours are currently Monday through Friday from 7 a.m. to 7 p.m. and Saturday from 9 a.m. to 6 p.m. Construction activities at this location are expected to last through summer 2015. During these activities, please keep an eye out for intermittent sidewalk and lane closures along Whitman Way. 

Pipeline deliveries in San Bruno will be similar to the activity shown above.

PPSU Project to Suspend Construction on Presidents Day

In observance of Presidents Day, the Peninsula Pipeline Seismic Upgrade (PPSU) project contractor, Ranger Pipelines, Inc. will suspend construction activities on Monday, February 16. PPSU construction is scheduled to begin again on Tuesday, February 17 in Millbrae, San Bruno, Colma and South San Francisco.

WSIP Recognizes Construction Project Teams for 7 Million Safe Work Hours

The construction teams working on Water System Improvement Program (WSIP) projects recently achieved a huge and important milestone. Between April 2009 and October 2014, these project teams performed 7 million hours of work on major construction projects, without a single major injury or incident. SFPUC representatives acknowledged this with a formal presentation of a certificate to the active construction management and contractor teams in December.

The WSIP projects have significantly lower rates of recordable injuries and lost work time compared to the national industry averages. The safety successes are a result of a robust safety program that has been embraced by the construction management teams as well as the project contractors. This milestone is evidence of the project teams’ outstanding commitment to the Think Safety, Work Safely approach, ensuring the program’s construction sites are safe places to work.

PPSU Construction Activities Kick-off In Shelter Creek Condominiums This Week

This week the PPSU project contractor, Ranger Pipelines, Inc., started construction activities inside the San Francisco Public Utilities Commission’s (SFPUC)’s right of way in Shelter Creek Condominiums. The contractor started site clearing within the right of way, setting up the construction staging areas, installing construction fences and installing shoring along the SFPUC right of way to prepare for pipeline construction that will begin in February.

Permitted construction hours are currently Monday through Friday from 8 a.m. to 5 p.m. and Saturdays from 9 a.m. to 5 p.m. on an as-needed basis. Construction activities inside Shelter Creek Condominiums are expected to last through summer 2015.

During daytime activities, Shelter Creek Lane inside Shelter Creek Condominiums, depicted in the visual above, will be closed to vehicle traffic. PPSU Construction Begins to Ramp Up in Colma

This week the project contractor, Ranger Pipelines, Inc. will begin delivering and staging pipeline materials at the Colma site. Pipeline deliveries will occur Monday through Friday from 7 a.m. to 7 p.m. These pipeline deliveries are expected to last through the end of the week. During construction related activities, please keep an eye out for intermittent lane closures and traffic changes on Collins Avenue during construction.

Pipeline deliveries in Colma will be similar to the activity shown above.

On Monday, January 19, Ranger Pipelines, Inc. will begin removing and replacing approximately 700 feet of aged pipeline at the Colma site behind the Khol’s department store between Serramonte Boulevard and Collins Avenue within the SFPUC’s right-of-way. Permitted construction hours are Monday through Friday from 7 a.m. to 7 p.m. Pipeline construction and site restoration activities are expected to last through April 2015. The contractor will work to minimize noise, dust and traffic impacts, but some disruptions are expected due to the nature of construction.

South San Francisco Construction Update

On Monday, January 12, the PPSU project contractor, Ranger Pipelines, Inc., will begin replacing three critical valves within the San Francisco Public Utilities Commission (SFPUC)’s right of way in South San Francisco between Southwood Drive and West Orange Avenue.

These valves are critical to the Hetch Hetchy Regional Water System in the Peninsula. As a result, the contractor must replace all three valves in five days in order to put them back into operation by Friday, January 16.

With this limited construction time frame, the contractor will work 24-hour shifts for this five day period. To minimize noise impacts, the contractor will refrain from using loud equipment and back-up alarms after 8 p.m. 24-hour noise monitoring will occur to ensure noise does not exceed the City of South San Francisco’s noise ordinance and construction lighting will be pointed away from homes.

Westborough Boulevard & Orange Avenue Construction

The project contractor, Ranger Pipelines, Inc., has completed construction of the new tunnel shafts under Westborough Boulevard. The SFPUC’s water pipelines will be taken out of service on Saturday, January 10 and the contractor will begin installing the new pipeline under Westborough Boulevard. Permitted construction hours are Monday through Friday from 8 a.m. to 8 p.m. and Saturday from 9 a.m. to 8 p.m. These construction activities are expected to last through March 2015.

Crews will also be relocating a water and electrical line outside of the work area, installing temporary lighting, and installing construction signage.

Construction activities inside the Shelter Creek Condominium work area are currently planned for Monday through Friday from 8 a.m. to 5 p.m., but in case of an emergency, night and work may be needed. PPSU Construction Updates: South San Francisco & Colma Sites

The Peninsula Pipeline Seismic Upgrade (PPSU) project contractor, Ranger Pipelines, Inc., continues construction on both sides of Westborough Boulevard inside the San Francisco Public Utilities Commission’s (SFPUC)’s right-of-way in South San Francisco. Permitted construction hours in South San Francisco are Monday through Friday from 8 a.m. to 8 p.m. and Saturday from 9 a.m. to 6 p.m. After the underground tunnel is constructed under Westborough Boulevard, the contractor will install the new pipeline in January 2015. This tunnel design was selected to not obstruct traffic along Westborough Avenue.

Colma

The contractor started construction activities along the SFPUC’s right-of-way in Colma on Monday, November 17. This work includes removing debris within the right-of-way, setting up the construction staging areas, and installing construction fences along the SFPUC right-of-way to indicate the limits of construction. Construction hours are currently Monday through Friday from 7 a.m. to 5 p.m. The contractor will begin removing and replacing approximately 700 feet of aged pipeline in January 2015.

On Saturday, October 18, the project contractor, Ranger Pipelines, Inc., will begin removing and replacing approximately 900 feet of aged pipeline at the Millbrae site near Ridgewood Drive and Banbury Lane. Permitted construction hours are Monday through Saturday from 7:30 a.m. to 7 p.m. These construction activities are expected to last through November 2014. Please keep an eye out for intermittent lane closures and traffic changes on Ridgewood Drive.

What to Expect? How the contractor is preparing for noise and dust impacts

The contractor will work to minimize noise, dust and traffic impacts, but some disruptions are expected due to the nature of construction. Every effort will be made to minimize these impacts.

The contractor has implemented a noise monitoring plan, and sound walls have been installed to minimize noise. Dust control measures also include spraying water on dirt and using tree chippings in the staging area to keep dirt from stirring up. Traffic control measures will be in place to address lane closures and detours in the work zone.

PPSU Pre-construction Activities Begin in San Bruno This Week

On Thursday, September 11 the project contractor, Ranger Pipelines, Inc., will begin pre-construction activities for the Peninsula Pipeline Seismic Upgrade (PPSU) within the SFPUC’s right of way in San Bruno. Work will occur Monday through Friday from 7 a.m. to 5 p.m. and anticipates completing work on Wednesday, September 17.  The contractor will pothole at three locations: Shelter Creek Condominiums, along Whitman Way and near the San Bruno Chinese Church entrance to locate existing underground utilities. Please keep an eye out for intermittent sidewalk closures and traffic changes on Whitman Way.

Beginning in December 2014, the contractor will remove materials, set up the construction staging areas, and install construction fences along the SFPUC right of way to indicate the limits of construction. The installation of the new pipeline across Whitman Way and inside Shelter Creek Condominiums will start in January 2015.

PPSU Construction Begins in Millbrae Next Week

On Monday, August 4, the PPSU project contractor, Ranger Pipelines, Inc., will begin construction activities inside the San Francisco Public Utilities Commission (SFPUC)’s right of way in Millbrae. The contractor will remove materials, set up the construction staging area, construct a new access and install construction fences along the SFPUC right of way to indicate the limits of construction. Please keep an eye out for intermittent sidewalk closures and detours on the eastside of Ridgewood Drive.

On Monday, August 11 in Millbrae, the contractor will begin removing trees inside the SFPUC right of way to prepare for construction. Tree removal will last for a few weeks and we anticipate chipping tree debris on site and hauling large trunks off site.

WSIP’s Last Pipeline Project Begins August 2014!

The Peninsula Pipelines Seismic Upgrade (PPSU) is starting construction! The construction contract was awarded to Ranger Pipelines, Inc. Pre-construction work is already underway with construction activities scheduled to begin in August 2014.

The PPSU project consists of seismic upgrades to three critical water delivery pipelines in Northern San Mateo County. These upgrades are needed to ensure drinking water delivery to our customers following an earthquake. We will replace segments of the pipeline, open-trench construction, surface restoration and installing structural support within an existing tunnel.

The PPSU project spans six improvement components in four different cities on the San Francisco Peninsula within San Mateo County: Millbrae, South San Francisco, San Bruno and Colma. For more details, view the project fact sheet here.

This pipeline project is one of more than 80 water improvement projects that are part of the Hetch Hetchy Water System Improvement Program (WSIP). The PPSU project is the final pipeline replacement project in the WSIP program.
