PPSU Tunnel Construction Begins in South San Francisco Next Week

On Monday, October 20, the project contractor, Ranger Pipelines, Inc., will begin construction of the tunnel shafts on both sides of Westborough Boulevard. After the shafts are dug, a new pipeline tunnel will be built under Westborough Boulevard. Permitted construction hours are Monday through Friday from 8 a.m. to 8 p.m. and Saturday from 9 a.m. to 8 p.m.

The tunnel work is anticipated to be completed by the end of November 2014. The contractor will return in January 2015 when the pipeline is out of service to connect the new tunnel with the existing pipeline.

What to Expect? 
The contractor will work to minimize noise, dust and traffic impacts, but some disruptions are expected due to the nature of construction. Every effort will be made to minimize these impacts.

Night Work at Harry Tracy

From mid-October through mid-December, regular water treatment operations at the plant will be shut down to allow for construction activities. Swing shifts or 24-hour work are expected. This is the final full plant shut down for this project. The project is on track and on schedule to complete major construction by the end of 2014.

Night lighting will be positioned to reduce visible impact to surrounding residential areas. Noise and vibration monitoring will be performed each night. The project team will make every effort to schedule heavy construction activities and deliveries during normal work hours.

Millbrae:
For this final shut down period, swing shifts may be required in work areas closer to our Millbrae neighbors on the following streets: Sycamore Drive, Crestview Drive, Larkspur Drive, and Pinehurst Court. All construction will take place within the plant property. Occasional truck traffic for concrete pours will continue on Helen Drive.

San Bruno:
Frequent truck traffic on Crystal Springs Road in San Bruno will continue through December. Trucks are escorted by pilot cars to warn motorists and ensure the speed limit is observed.

Pipeline Construction Begins in Millbrae This Week

On Saturday, October 18, the project contractor, Ranger Pipelines, Inc., will begin removing and replacing approximately 900 feet of aged pipeline at the Millbrae site near Ridgewood Drive and Banbury Lane. Permitted construction hours are Monday through Saturday from 7:30 a.m. to 7 p.m. These construction activities are expected to last through November 2014. Please keep an eye out for intermittent lane closures and traffic changes on Ridgewood Drive.

The contractor will work to minimize noise, dust and traffic impacts, but some disruptions are expected due to the nature of construction. Every effort will be made to minimize these impacts.

The contractor has implemented a noise monitoring plan, and sound walls have been installed to minimize noise. Dust control measures also include spraying water on dirt and using tree chippings in the staging area to keep dirt from stirring up. Traffic control measures will be in place to address lane closures and detours in the work zone.

Lower Crystal Springs Dam Upgrades Complete: Skyline Bridge Replacement to Start Next Year

With the WSIP upgrades to the Lower Crystal Springs Dam now complete, San Mateo County will be moving forward on plans to replace the Skyline Bridge, originally built on top of the dam and demolished in 2011 for reasons of seismic safety. Construction of the new bridge is currently expected to begin in the spring or summer of 2015 and finish in early or mid 2017.  For updates, visit the County website at publicworks.smcgov.org.  

Harry Tracy Night Work Update

Dear Neighbors:

We greatly appreciate your patience as we continue work on the crucial upgrades to the Harry Tracy Water Treatment Plant. Swing shift work until 3 a.m. will need to continue at the plant in order to complete this project and not hinder the ongoing operations of the plant to provide drinking water to our customers.

However, we are making changes to minimize noise. 
1) The project team has rescheduled certain noise-generating construction activities from the night shift to the day shift in order to minimize noise.
2) Outdoor work during the swing shift will end at approximately 12 a.m. Monday to Friday, and 9 p.m. Saturday. There is no swing shift Sunday evenings.
3) The Project has requested and received permission from Cal-OSHA to muffle the back-up alarms on equipment so they will only be heard in the immediate area.
4) Additionally, the contractor has been instructed to double its efforts to cover work areas surrounding noisy activities to attenuate the noise from travelling throughout the community.  

Because of the nature of the work, crews may work 24 hours a day inside the new 11 million gallon Treated Water Reservoir. It is unlikely that this will be audible outside the plant boundaries.

Noise monitors will take readings every night on both the San Bruno and Millbrae sides of the plant to ensure compliance. Night work is expected periodically through December 2014. The project is 90% complete and on schedule to wrap up major construction at the end of this year.

On Thursday, September 18, the project contractor, Ranger Pipelines, Inc., will begin delivering and staging pipeline materials at the Millbrae site. Pipeline deliveries will occur Monday through Friday from 7:30 a.m. to 5:30 p.m. These activities are expected to last through October 2014. During this time period, please keep an eye out for intermittent lane closures and traffic changes on Ridgewood Drive.

Pipeline deliveries in Millbrae will be similar to the activity shown above.

The PPSU project includes seismically upgrading three Hetch Hetchy regional water delivery pipelines located in Northern San Mateo County. This project will ensure the pipelines can continue to deliver water to customers after an emergency.

PPSU Pre-construction Activities Begin in San Bruno This Week

On Thursday, September 11 the project contractor, Ranger Pipelines, Inc., will begin pre-construction activities for the Peninsula Pipeline Seismic Upgrade (PPSU) within the SFPUC’s right of way in San Bruno. Work will occur Monday through Friday from 7 a.m. to 5 p.m. and anticipates completing work on Wednesday, September 17.  The contractor will pothole at three locations: Shelter Creek Condominiums, along Whitman Way and near the San Bruno Chinese Church entrance to locate existing underground utilities. Please keep an eye out for intermittent sidewalk closures and traffic changes on Whitman Way.

Beginning in December 2014, the contractor will remove materials, set up the construction staging areas, and install construction fences along the SFPUC right of way to indicate the limits of construction. The installation of the new pipeline across Whitman Way and inside Shelter Creek Condominiums will start in January 2015.
