Pipeline Upgrade in Millbrae Reaches Final Phase


This fall, the contractor is working on the final phase to seismically upgrade the water pipeline located underground along the hillside behind Meadows School in Millbrae.  This pipeline conveys drinking water from the Harry Tracy Water Treatment Plant to the Peninsula.

Project Schedule 
Phase 1: Completed in June 2013.
Phase 2: Completed in August 2013.
Phase 3: October 1st – December 15th (dates subject to change). 
Equipment mobilization and material delivery will begin the week of October 1.
This phase includes excavation, welding and concrete placement for “sliplining”, placing a new steel pipe inside the existing pipe.  
Work hours will be 7:00 am to 7:00 pm. Construction truck traffic can be expected. This will be the most intense phase of construction.

We are coordinating our work around Meadows School and Happy Hall’s drop-off and pick-up schedules for safety and convenience.

Harry Tracy serves several communities on the Peninsula in addition to San Francisco.

Construction Update for San Bruno and Millbrae

Seismic and reliability upgrades are continuing at over 20 locations in the Harry Tracy Water Treatment Plant. A swing shift will continue to operate until 2:00 a.m. most Mondays through Saturdays. Construction lights used in work areas may be visible during the evenings; however, the contractor is working to minimize any disruption to nearby neighbors.  

San Bruno Update
Truck off-hauls from the site will occasionally begin at 7:00 a.m. Concrete trucks and other material deliveries will continue along Crystal Springs Road in San Bruno.

The new 11 million gallon treated water reservoir is over 60% complete as its concrete walls are forming into a full circle. The next structural installations will include 49-foot tall columns to support a “floating” cap with points of contact rather than an attached roof, to help the reservoir withstand a major seismic event.

Millbrae Update
An intensive period of work is scheduled from Oct. 15th to Dec. 15th, when the contractor will be sliplining the Millbrae pipeline. A new steel pipe will be placed inside the existing pipe that runs from the Plant down the hill to Helen Drive, behind Meadows School and Happy Hall Daycare. Equipment mobilization and materials delivery will begin the week of October 1st. 

Upon completion of construction, the treatment plant will be able to reliably provide up to 140 million gallons per day, for up to 60 days, within 24 hours following a major earthquake on the San Andreas Fault.

We strive to minimize disturbances to surrounding neighbors. The contractor monitors noise levels to maintain compliance with local ordinances. Flaggers regularly control traffic at the Plant gate on Crystal Springs Road and pilot cars escort trucks along the road for safety.

CONSTRUCTION NOTICE: Night Work at Harry Tracy

The contractor will be working extended hours inside the Harry Tracy Water Treatment Plant beginning Monday, June 24th. This swing shift may end as late as 2:00 am, Monday through Friday.

Lights may be visible in the area during the evenings. Our contractor is now constructing the walls for the new 11 million gallon treated water reservoir.

Construction is now 50% complete as Harry Tracy Water Treatment Plant is undergoing major seismic and reliability upgrades through the Water System Improvement Program. Work continues on new filters, retrofitting and installing critical process and electrical equipment, and upgrading piping systems.

We can genuinely say the Hetch Hetchy Water System is more seismically reliable today than it was a year ago. Upon completion of construction, the treatment plant will be able to reliably provide up to 140 million gallons per day (MGD), for up to 60 days, within 24 hours following a major earthquake on the San Andreas Fault.

Upcoming Construction Near Helen Drive


Starting the week of June 10th, the Harry Tracy Water Treatment Plant will conduct work in three phases during 2013 behind Meadows Elementary School on Helen Drive in Millbrae. 

A major water pipeline that brings drinking water from Harry Tracy to the Peninsula is located underground along the hill behind Meadows School. This construction project is a seismic upgrade to the pipeline by “sliplining”: placing a new steel pipe inside the existing pipe.

We are coordinating our work around Meadows School and Happy Hall's Summer Camp drop-off and pick-up schedules for safety and convenience. The work will take place on the hillside and a staging area will be located on the north end of the school parking lot. 

Project Schedule
Phase 1: June 10th – June 14th 
Phase 2: July 9th – July 26th
Phase 3: September 23rd – December 15th

Phases 1 and 2 entail exploratory and preparatory work, while the sliplining will occur during phase 3. Phase 1 will be exploratory work to equip the project engineers with precise mapping and geological data. Work hours will be between 7:00 am and 5:30 pm. 

Phase 2 will include a drill rig and a crane to install support structures needed for phase 3. Phase 3 will be the most intense period of work. 

Construction truck traffic can be expected in all phases of work. Temporary fencing will be placed along the north end of Meadows School’s parking lot for construction access only. We will notify residents and school parents with reminders and more details closer to the work dates.

Construction Update for Water Awareness Month!

May is Water Awareness Month! So we're taking the opportunity to explain how we’re improving the way “raw water” from our Peninsula watershed flows through the Crystal Springs Reservoir System to the Harry Tracy Water Treatment Plant (HTWTP), where it is treated before being sent to customers’ taps.

Water in the reservoirs is called “raw water,” a generic term used for water resources from nature, e.g. from a local watershed, before purification at a treatment plant.  Local raw water that collects in the Crystal Springs Reservoir, which is comingled with a surplus of Sierra Nevada snowmelt, is pumped through a transmission system into the San Andreas Reservoir. From this reservoir the water is drawn into the HTWTP, which is located nearby.

San Andreas Rises to Meet Your Needs

Visitors to San Andreas Trail with an astute eye may observe water levels in San Andreas Reservoir rising late this spring as our new Crystal Springs Pump Station is tested during its final stages of construction. Located near Crystal Springs Dam, the new pump station will be able to transport water from Crystal Springs Reservoir to San Andreas Reservoir with 1/3 more capacity and using less power than the old pump station, which was last substantially upgraded in the 1920s. During the testing period this spring, San Andreas Reservoir is expected to rise approximately six feet.

You’ll also notice construction activities at the south end of Lower Crystal Springs Reservoir just north of the Hwy 92 crossing. This includes seismic improvements to the Upper Crystal Springs Dam Lower Culvert (small bypass tunnel) which conveys water north from the Upper Crystal Springs Reservoir to the Lower Crystal Springs Reservoir. A durable, flexible high density polyethylene (HDPE) liner will be installed within the culvert, which crosses the San Andreas Fault, and a vertical portal will be connected to the culvert upstream of the fault.

Harry Tracy Water Treatment Plant Upgrades 50% Complete
 Like the Crystal Springs-San Andreas Transmission System, the regional water treatment plant is also undergoing major seismic and capacity upgrades as part of the Water System Improvement Program (WSIP). The Contractor has completed pouring the base for the new 11-million gallon treated water reservoir. Crews continue to work on the addition of new filters, seismic retrofits of critical processing units, and upgrades to electrical and other systems.

We can genuinely say the Hetch Hetchy Water System is more seismically reliable today than it was a year ago. Upon completion of construction, the HTWTP will be able to sustain a capacity of 140 million gallons per day (MGD), for up to 60 days, within 24 hours following a major earthquake on the San Andreas Fault.

Truck Traffic for Concrete Pours Moved to Wednesday, May 8th

RESCHEDULED: The final date for concrete pours for the base slab of the new treated water reservoir (TWR) at Harry Tracy has been rescheduled to Wednesday, May 8th.

Heavy trucking hours along Crystal Springs Road in San Bruno: 7:00 am to 7:00 pm. Residents may require extra time to enter and exit their driveways.
